For 25 years, EdTrust‑West has advanced racial justice in California’s education systems. Today, as our state navigates another period of profound uncertainty from pushback on equity initiatives to shifting policies and leadership, our mission remains unchanged: to dismantle racial and economic barriers so students of color and multilingual learners can thrive.
Our 2023–2028 Strategic Plan doubles down on the priorities that matter most. Together with our deep‑dive resource, it outlines how we will continue advancing equity with rigor, resilience, and community at the center of everything we do.

rising to meet the moment with clarity and conviction.
We outline state and local actions needed by 2028 in TK–12, higher education, and cross-cutting areas such as data systems, multilingual learners, and civil rights protections.
We will monitor and support the rollout of equity-focused reforms, from TK implementation to transfer-level course placement, ensuring students of color and multilingual learners experience meaningful change.
Our work expands through partnerships with community leaders, educators, leaders, statewide coalitions, and regionally focused networks.
We will produce timely, actionable research and elevate stories that build public and political will for racial equity.
A deepened presence across California will anchor localized advocacy and build regional capacity.
Our people are our strength. The plan details how we will invest in staff development, organizational systems, and a culture of shared power.
