OAKLAND, CA — In response to Governor Newsom’s 2026-2027 budget proposal, Dr. Christopher J. Nellum, EdTrust-West executive director, issued the following statement:
Equity is tested in tough times, but Governor Newsom’s proposed investments will change lives and strengthen our economy.
Notably, Governor Newsom’s proposed $100 million investment in dual enrollment will open college doors for thousands of students of color and multilingual learners and smooth the path between high school and college. These programs are one of the most powerful tools for fairness and opportunity, and we’re proud to have championed this victory alongside the California Community Colleges Chancellor’s Office.
Governor Newsom’s proposal shows bold leadership, but California can’t claim progress if these investments are watered down. We look forward to working with state leaders to ensure the final budget delivers on these promises and expands opportunities for all, especially students of color and multilingual learners.
EdTrust-West urges the governor and legislature to approve:
Significant expansion of the community school model to more school sites serving large concentrations of multilingual learners and students from low-income families, a recommendation made in our most recent Black Minds Matter report.
New funding to support teacher preparation through educator residency programs.
Cost-of-living adjustments for TK–14 funding formulas, along with increased funding for California’s public four-year institutions (UC and CSU).
Proposed reforms to strengthen our education governance and accountability systems.
California is still navigating revenue uncertainty and the threat of dangerous federal action. EdTrust-West believes California must lead as Washington retreats on education.
