Finding themselves in a standoff with the federal government, California officials refused to veer from a plan to suspend standardized testing this year while state schools get ready for the looming shift to computerized exams.
The Obama administration threatened to withhold federal funding if the state passed a bill exempting students from the annual English and math tests that are required by the No Child Left Behind law.
