California is at a pivotal moment in transforming its early learning and care system. The state has laid the groundwork for an Early Childhood Integrated Data System (ECIDS) to ensure every child from birth to age five has equitable access to high-quality programs. ECIDS will provide a comprehensive, statewide view of children’s experiences, close gaps in access, and inform smarter policy decisions. While foundational progress has been made through federal grants and state initiatives, funding uncertainties and stalled interagency collaboration threaten this work. A five-year policy framework outlines steps to establish governance, implement data-sharing agreements, and integrate zero-to-five data into California’s Cradle-to-Career system—positioning the state as a leader in data-driven solutions for early childhood success.
