EdTrust-West Responds to Governor Newsom’s Framework for his Master Plan for Career Education

Oakland, CA — In response to Governor Newsom’s announcement of a framework for his Master Plan for Career Education, Dr. Christopher J. Nellum, Executive Director of EdTrust-West, issued the following statement: 

Californians don’t experience their lives as a series of siloes; it doesn’t make sense for California’s government to operate that way either. Instead, California’s TK-12, higher education, data, and workforce systems should work in tandem to support Californians, especially Californians of color, multilingual Californians, and those in lower-income households. Integrated systems shouldn’t be considered unusual—that’s why we call them systems in the first place.  

EdTrust-West is encouraged that Governor Newsom is continuing to develop the Master Plan for Career Education. We are especially pleased to hear mention of credit for prior learning, e-transcript, and continuing to remove financial barriers to college and career training in his vision. In 2025, we hope to learn more about the role of a statewide coordinating body and specific pathways into the educator workforce, including for early childhood educators to strengthen transitional kindergarten expansion. 

In the months to come, we urge legislators to share more details and fund this vision so they can knit our career and education systems together and make pursuing college and career seamless.

Karla Fernandez

Communications Manager

Karla Fernandez (she/her/hers) joins Ed Trust–West as a Communications Manager with over 11 years of experience advancing social impact initiatives.

Karla started her career as a teacher at Chicago Public Schools and UIC College Prep. After teaching, Karla joined United Friends of the Children to support LA County’s youth in foster care as a college counselor. Through Leadership for Educational Equity, Karla also served as a Policy Advisor Fellow for the office of a Los Angeles Unified School Board Member. She solidified her interests in policy analysis and quantitative research during her time with the Price Center for Social Innovation, the Housing Authority of the City of Los Angeles, and the USC Presidential Working Group on Sustainability. Before joining The Education Trust–West, Karla was the Associate Director for the Southeast Los Angeles (SELA) Collaborative, a network of nonprofits advocating for communities in SELA.

Karla holds a Bachelor’s Degree in Anthropology from the University of Chicago, a Master of Public Policy from the USC Price School of Public Policy, and a Graduate Certificate in Policy Advocacy from the USC Annenberg School for Communication and Journalism. Karla is based out of southern California and is passionate about using data analysis, communications, and digital strategies for policy advocacy and social justice efforts.
