
Dual enrollment opens up access by allowing high school students to take college-level courses allowing students to earn high school and college credit simultaneously. This decreases students’ time to complete a college degree and saves on tuition costs.
Although progress has been made in advancing dual enrollment in California significant gaps in access remain. Only 37% of high schools serving more than 75% Black and Latinx students offer dual enrollment. California must move from its patchwork of programs to universal access for every student.
EdTrust-West calls on California policymakers to urgently move the state toward universal access to dual enrollment by adopting the proposed multi-year phased-in legislation discussed in this brief.
