Director of External Relations & Communications
An Oakland native, Raquel joins Ed Trust – West with an extensive skill set in public policy work, advocacy, and communications. Most recently the Public Affairs Director for the Sacramento/San Joaquin Valley Region at Planned Parenthood Mar Monte for nearly a decade, Raquel led the charge in the region to defeat a statewide initiative affecting a minor’s access to health care services, mobilized supporters for the passage of the Affordable Care Act, and worked with stakeholders and public officials on legislative proposals that expanded access to health care for women and teens. Throughout her career, Raquel has coordinated a number of advocacy efforts and campaigns, engaging with a wide variety of individuals including public officials, activists and organizational representatives. Additionally, in her previous capacity as board member of Capitol Health Network, a non-profit consortia of community clinics in the Sacramento Region, and as an appointed member by the Board of Supervisors to the Sacramento County Public Health Advisory Board, Raquel contributed to the strategic planning process for Sacramento County’s blueprint for a healthy community; the plan to expand the area’s safety net as well as improve coordination of the region’s health care system. Raquel earned a Bachelor of Arts in International Relations from the University of California, Davis and a Master of Public Administration and certificate in Political Management from the University of Southern California. Raquel has a principled approach that guides her work with coalitions, asking the important questions about who is being left out of discussions and what we can do to welcome more stakeholders to the table. She is a proud mother and an enthusiastic fan of the Oakland Athletics.
